Theory of change and delivery model
Kebulan Cycle’s theory of change is grounded in a single core insight that, once stated, feels obvious yet is persistently ignored by well-meaning development programmes the world over: poverty in Uganda is not primarily a knowledge problem.
People in our communities already know how to work hard, farm, build, and care for one another. They have been doing so, in many cases, for centuries.
Poverty is a systems problem: lack of access to capital, lack of high-value skills, missing peer accountability, no ongoing coaching, and broken connections to markets.
Our model addresses all of these simultaneously, not sequentially, not through siloed interventions, but together, because that is how they actually work in practice.
Demonstration Hubs
Every Kebulan Cycle initiative is anchored in a working demonstration hub, a real, operating enterprise where trainees learn alongside facilitators. These are not simulations or classrooms with equipment in them. They are functioning businesses where every trainee handles real feedstock, real customers, and real money during their training period. There is, we have found, no substitute for the genuine article.
Group Formations
Before any seed grant is released, trainees form small groups and register as a Community-Based Organisation or savings group. This is not administrative box-ticking. It builds the social capital and peer accountability that individual entrepreneurs, however talented, simply cannot generate alone. Groups that form before they receive resources tend to stay together long after the formal programme ends.
Seed Grants & Revolving Funds
Each graduating group receives a seed grant sized to the specific enterprise they are launching. As those enterprises generate revenue, groups make modest contributions to a revolving fund that re-grants to subsequent cohorts, building a permanent local capital base that does not depend on continuous external injection. The system is designed to compound.
AI & Digital Solutions
Our digital infrastructure is what makes the model auditable, scalable, and credible to international partners. We integrate mapping and marketplace platforms connecting producers, buyers, vendors, funders, and carbon auditors in real time, alongside MTN Mobile Money integration. Data is not an afterthought; it is how we prove, improve, and replicate.
Advisory Desk
The Advisory Desk is the bridge between trained enterprises and real markets. Our team actively brokers offtake agreements with institutional buyers, provides business registration and contracting support, assists with dispute resolution, and facilitates access to second-cycle financing for enterprises ready to grow beyond their seed capital. Markets do not find enterprises on their own; we make the introduction.
